Fran David is the City Manager for the City of Hayward, California.

As the City Manager, Ms. David serves as the Chief Executive Officer of the City of Hayward municipal organization, the Hayward Redevelopment Successor Agency, and the Hayward Housing Authority. The City Manager's office also provides staff support to the Mayor and City Council, and operates multiple City programs including Neighborhood Services, Community & Media Relations, and Economic Development. 

Ms. David’s professional career spans over forty years in both the private and public sector. During her private sector career, Ms. David has been a Buyer for a regional department store chain, the Chief Operating Officer of a local manufacturing firm, owned a retail software and computer store, been a Project Manager for a national environmental consulting firm, and developed and sold her own successful consulting business. 

Ms. David began public service when she volunteered for the United States Peace Corps serving in Barranquilla, Columbia and continued with over thirty years in local government working for the cities of Pittsburg, Daly City, Oakland, Berkeley, Hayward, and the County of San Mateo.  She has a background in finance and was the Finance Director for the City of Berkeley for ten of those years before she came to Hayward.

Ms. David joined the City of Hayward organization as the Assistant City Manager in 2006 . The Mayor and City Council appointed her City Manager in 2010.

Ms. David received her MBA in Management from Golden Gate University, San Francisco and her B.S. in Ecology/Urban Geography from CSU East Bay (Hayward); and is a Credentialed Manager through the International City/Council Management Association (ICMA).

Ms. David will provide her insights and commentary on current activities in the City of Hayward.
