Fran David Brief Biography

Fran came to the City of Hayward as Assistant City Manager in 2006, was formally appointed
City Manager in 2010, and retired in 2016. Prior to that, Fran served as the Finance Director for
the City of Berkeley for over ten years.

Fran has an extensive background in business as a retail store owner, a department store buyer,
the Chief Operating Officer for a manufacturing firm in the Bay Area, and as a Senior Consultant
with an international environmental consulting firm. She owned her own successful consulting
business for many years consulting to cities and non-profits in San Mateo County and other
jurisdictions around the Bay on systems analysis and other organizational issues. And, she has
been a rental property owner for over thirty years in the Bay Area and other locations.

Fran worked for the cities of Hayward, Berkeley, Oakland, Pittsburg, and Daly City, as well as
the County of San Mateo; and for a Joint Powers Authority composed of BART, the SF Airport,
and the cities of Northern San Mateo County. Her public sector experience includes serving for
two years as the Chief of Staff for an elected official in the Bay Area and taking a Peace Corps
post to Barranquilla Colombia SA.

She served multiple terms on the League of CA Cities’ Revenue and Taxation Policy Committee;
was the Alameda County City Manager’s representative on the Alameda County Measure A/AA
Oversight Committee (Healthcare sales tax increment); and was a principle participant on the
City Managers’ Statewide Committee on Pension Reform.

She holds a Bachelor’s Degree in Urban Ecology from California State University East Bay
(Hayward); and a Master’s Degree in Business Administration from Golden Gate University in
San Francisco. She is a Credentialed City Manager and is a thirty-year life member of the
International City/County Managers Association.
