Emily Young HPD Youth and Family Services Bureau
Hayward Rotarians involved with Child Spree know that the club has years of experience working with Emily Young, administrator for the Hayward Police Department Youth and Family Service Bureau since 2011. Her department is involved in referring needy families to the program and she has reported to the Rotary Club Foundation that they have included those with families who, “struggle with trauma, unemployment, housing instability, single parent homes and mental health problems.”

“A number of families have remarked that Child Spree is such a big help, since they are barely able to pay rent and their bills, let alone get clothes for their children,” she reported to the club in 2017.

Dr. Emily Young received her Doctorate of Psychology (Psy.D.) degree from the California School of Professional Psychology with a Child and Family Emphasis. Prior to joining YFSB in 2011 as the Counseling Supervisor, Dr. Young worked in a variety of community based settings providing services to youth and families. She also has significant experience working within schools and the educational system. Dr. Young has been the Administrator of YFSB since December of 2012. In this capacity, she oversees the YFSB Counseling and School Resource Officer Programs.

Today, Young’s department has become involved in the national discussion of police officers in the community. Her department’s responsibilities include the provision of campus-based school resource officers, who the Hayward Unified School District Board of Education has voted will not be on campuses if and when in-person classes resume. The school board voted in July to not renew the contract and is expected to decide in September whether to continue the program at all.
